Building the primary healthcare workforce in Romania to promote child and adolescent well-being

This brief aims to contribute to strengthening the capacity of the Romanian Primary Healthcare (PHC) workforce to provide high-quality health promotion and disease prevention, health education and healthcare services to children, adolescents, youth, and mothers, with a special focus on the most vulnerable of the poor, rural, or Roma communities, as well as on children and adults with disabilities.

The document provides an overview of the current state of the workforce involved in delivering primary healthcare services to children, adolescents, youth, and mothers in Romania. The three main categories of personnel which are hereby explored are family doctors and nurses, community health workers and school doctors and nurses. In collecting and analyzing data, the health workforce has been described focusing on contextual factors, health system factors, health workforce processes and outcomes, and health system outcomes.

To assess the stock and distribution of the primary healthcare workforce and to explore opportunities for task shifting and task sharing, key health workforce data and indicators have been used covering the 10-year period from 2010 to 2020, as well as interviews with key decision makers.
