For the community workers teams at local level, the diagnosis of vulnerabilities is a very important step since it informs the individual intervention plan, including the social services to be provided for the vulnerable children and their families.
To avoid discrepancies in the identification of ’invisible’ children, a new methodology was introduced in 2014 for the full diagnosis of vulnerabilities, based on a clear grid of indicators used to collect information about the children and the members of their households and applied unitarily to all children and in all communities.

Aurora is first and foremost a tool for community workers. It comes to support them in identifying vulnerable children in the community (diagnosis), in creating a minimum service package for the vulnerable children they identify and in managing the services that vulnerable children need. Furthermore, through the web platform wherewith the application is connected, Aurora represents an effective tool for the real-time monitoring of activities on the ground and data aggregation at different levels (commune, county, national levels), offering multiple options, from the management of vulnerable children’s cases to timely project adjustments.

The methodology for defining vulnerabilities and related services was developed based on a broad theoretical background process and consultations with different stakeholders involved in the process. The methodology benefited from constant feedback from key project partners – representatives of General Directorates for Social Assistance and Child Protection and community (social and health) workers. Moreover, thanks to community workers’ opinions regarding the methodology or the application received via e-mail and/or the feedback questionnaire available on the online Aurora platform, the methodology is dynamic and constantly adjusting to respond better, over time, to the needs on the ground.

Community workers play the central role in implementing Aurora. Aurora is a perfectible tool and the feedback received on the ground can identify the potential for growth. It is a tool which started from a recommendation included in the evaluation report and turned into a methodology which is defined with every single questionnaire applied, every household visited, every vulnerable child identified and helped. The key message to all community workers is to get involved in the development of Aurora.
