School connectivity is essential for strengthening education systems to be resilient to shock and fit for the digital age. It equips schools to ensure continuity in education service delivery, enriches teaching and learning, and supports inclusion. It can facilitate better administration of education systems, drives innovation, and empowers schools, teachers, and learners as key actors and leaders in the digital transformation.

This report, developed by the ITU Office for Europe and the UNICEF Regional Office for Europe & Central Asia, presents an updated situation analysis of connectivity in 9 countries: Albania, Bosnia and Herzegovina, Georgia, Moldova, Montenegro, North Macedonia, Serbia, Turkey, and Ukraine. It discusses persistent gaps, key regional trends, and opportunities related to hard infrastructure and soft infrastructure, or the institutions, strategies, and partnerships that support connectivity, in education. Through this report, ITU and UNICEF are supporting governments and partners with the latest information for evidence-based decision-making in school connectivity.
