This document was developed to provide guidance on mainstreaming child and adolescent participation in planning, design and monitoring and evaluation of the activities of the Phase III of the preparatory action for a European Child Guarantee, while documenting the work being achieved in each of the pilot countries (Bulgaria, Croatia, Germany, Greece, Lithuania, Italy, Spain).

It provides a framework for the effective engagement of children and young people by all Member States when planning, implementing and monitoring the European Child Guarantee, informed by promising practices implemented in the pilot countries.

The Guidance is directed towards UNICEF Country teams involved in the implementation of the Phase III of the preparatory action for a European Child Guarantee, in particular focal points, child protection and social protection specialists, as well as the monitoring and evaluation and communication and advocacy specialists.

It can also be used to assist national and local authorities, Child Guarantee National Coordinators and other stakeholders in Member States to integrate child and adolescent participation into the different stages of the development, implementation and monitoring of Child Guarantee National Action Plans.
